Almost 200 controlled tests have established that it is entirely
risk free. In the European Union, sweeteners are controlled
under the directive regulating sweeteners for use in food (94/35EC).
This directive was promulgated after a detailed evaluation for
the European Union of the scientific proof concerned with establishing
the innocuousness of sweeteners by the SCF (Scientific Committee
for Foodstuffs), extensive consultations between national governments,
and two readings in the European Parliament.
In the United States, the Food and Drug Administration
(FDA) is the government agency responsible for framing laws
governing the food industry. Their normal procedure holds the
manufacturer responsible for evaluating the safety of a product,
or for having tests carried out by independent scientific researchers.
The manufacturer must then submit all the necessary information
available to the FDA in order to support the filing of an application
for a food additive and to prove the product to be innocuous.
The scientists at the FDA examine and evaluate the information
they receive and offer their advice to the commissioner on its
acceptability.
